Refusal to issue a Rural Area Certificate to the applicant for a project located outside the Sheikhupura municipal limits within 30 km. The applicant claimed to be within the rural area of the Sheikhupura Municipal boundary as the starting line accuracy plan or only the unit arriving in the rural area could benefit from such scheme.
