Appeals from such committees were given by the Supreme Court to examine the parties' concessions and to consider the question which the High Court failed to attend, whether for the purposes of section 14. The Committee appointed by the Executive Committee, Pakistan Engineering Council Act, 1976 could not be considered the Committee of Inspectors for the purpose of Eri 51, Pakistan Engineering Council by Laws, 1976 or it was the same committee appointed for the purposes of Article 35 of the Bye Laws.
