Servants Appeal (Rules, 1991) in which the provisions of the law made it clear that if a public servant was found unfit to promote and the department authority / selection committee decided to promote the fitness of another public employee. If determined, an appeal or review will be made against it. No one will be eligible to decide on fitness or otherwise
