I was directed to allocate seats belong to individuals but also allowed to follow the quota system for government and authority. It was so desirable that the government or authority was not obliged to allocate seats for persons belonging to certain areas, and no citizen was given any right to seek instruction from the High Court. The government and authority were given the authority to assign special seats to a person belonging to different districts or regions of the province, whether or not he held such special seats if one was to follow them. He can do it and if any department deems it not necessary or appropriate to do so, then it was free to do so.
