In order to appeal R3 Constitution Pakistan (1973), Article 212 (3), the leave of the Seniority Promotion was approved by the Supreme Court for scrutiny of the material affected by the rules of public servants (seniority). According to the rules, the promotion and direct recruitment quota was required to maintain a ratio of 50 to 50 that was not complied with by the Department and promoted more than 50% of the additional quota using the quota allocated for direct recruitment. Was gone and the Service Tribunal erred by law to restrict respondents' appeal
