Can't talk. Neither a Member of the National Assembly nor a Member of Parliament can make such a resolution and the issue of national importance was to be decided through a referendum as discussed under section 48 (6) of the Constitution. Or the Minister can pass a resolution on it. The matter of public interest under Article 137 of the Code of Conduct and Business Conduct in the National Assembly, Article 69 (1) of the 1992 Constitution of Pakistan (1973), cannot justify such action in any court.
