Promoting against the quota of civil servants in the Constitution of Pakistan (1973), Article 212, to serve as Assistant Engineers (B16) in the Service Tribunals Act 1973 Section 4 Recruitment Rules, 1980 [as amended 15) 1990] Directly challenged the ad hoc appointment. As opposed to specific quotas against the quota of government employees for promoting public servants' grievances, the opposition of public servants was that under the recruitment rules 1980, 50% of the Assistant Executive Engineers (B17) positions were promoted. And through the remaining 50 direct recruits, civil servants were eligible for promotion as Assistant Executive Engineer (B 17) upon completion of 3 years of service in the B16, as recruitment rules related to the accuracy of the Assistant Engineer, 1980. Was amended because the Assistant Executive Engineer (B17) prior to the direct ad hoc appointment of public servants. According to the amendment, the quota of promotions was reduced from 50% to 20% and 80% of the vacancies were allocated for direct recruitment. The rules were amended in 1980 by the competent authority, development policy. And it was said about setting quotas between direct recruiters and developers, because of the amended rules and government employees cannot claim the right to development. Was stripped of the rights by the amended rules
