Without giving opportunity to the returning persons, arbitrary and selected candidates were suspended and they were excluded from participating in the selection of special seats on the day following the suspension of the seat. In the case of election, t o be granted a little and in the absence of such unlawfulness even in situations where their face is unlawful, the order of suspending the membership of the selected person has been approved by the authority. Cannot be retained because of illegality The selection of seats of special interest at a later date could not be credited without the participation of members whose membership was suspended.
