Constitution of Pakistan 1973 Arts 199 and 212 Principles of Civil Service Constitution Request Maintenance In relation to any matter relating to the terms and conditions of service, a constitutional application under Article 199 of the Constitution of Pakistan by a public servant under which the service tribunal has jurisdiction That is, in keeping with the provisions of Article 212 of the Constitution, if the instructions of the competent department authority are not followed, the proper course for a public servant is to return to the High Court through a constitutional application rather than to the appropriate service tribunal.
