Sections 23, 5 and 8 of the Civil Servants Act 1973, the approval of section 23, the Civil Servants Act 1973 can be obtained only in the individual case and not to upgrade the rank of 194 officers, which has been ordered to grade. 17 Appointment of authority authorized under the Presidential Directive, 194 Customs Officers in the highest grade (BP 17) after violation of Section 5 of the Civil Servants Act, 1973, can be considered only authority unless given special authority over them. Go Officers were routinely included as Assistant Collector in Grade 17; they could not claim promotion to Grade 18 in the Customs and Excise Group because without being included in the group provided by administrative reforms and without the necessary training in the Academy. Subsequently, no person could be appointed as a member of the Customs and Excise Group seniority of such upgraded officers under the direction of Section 8, Civil Servants Act, 1973. The Deputy Tribunal of the Authority authorized to join the Customs and Excise Group of such advanced officers and for further development in Grade 18, in accordance with the rules against and against the spirit of the policy formulated under the administrative reforms. The unilateral decision was made by the Supreme Court of Section 23 of the Servants Act 1973, which can only be resorted to in the case of individual difficulties and not to upgrade the positions of 194 officers.
