Zakat and Usher Ordinance 1980 Section 8 [as amended by the Finance Act (X of 1994) and the Zakat and Usher (Amendment) Ordinance (XIX of 1997]] have been amended by the Constitution of Pakistan (1973), Article 199 Applicability of Zakat of Employees and Usher Department The responsibility of paying such employees was initially recruited by the provincial government and they were paid out of the provincial treasury. The employee's claim was handed over to the federal government through the Department of Finance Zakat Federal, which had to bear that claim for a specific period. Under the law, the federal government amended the Finance Act 1994, after January 31, 1997, when section 8 was amended, the provincial government would be responsible for meeting such expenses, the federal government's finance ministry was called in July. Applicants were instructed to pay salaries. From 1995 to January 1997, the provincial government was instructed that the employees were not absorbed in any other administrative department if the salaries were paid to the applicants in February, 1997 and thereafter.
