The High Court was challenged. Article 199 of the Constitution and such property was not transferred to anybody, meanwhile the auction buyer, during the constitutional petition, represented the Member, before the High Court, the Board of Revenue / Chief Settlement Commissioner, Offered to pay the price. One lakh in cash which was accepted and allowed to pay the same valid order of the Chief Settlement Commissioner / Member, Board of Revenue, transferring the property on payment of the entire transfer cost in cash. Rehabilitation did not suffer. Any legal weakness should be a fair and reasonable order and the intervention of the High Court under Article 199 of the Constitution did not justify
