Went to a village unofficially with personnel and privateers. In plain clothes and mistreatment of the laborers and villagers who created the law and order situation in the village, a civil servant admitted to the village and quarreled with the laborer, but justified his misconduct with the laborers and villagers. Could not be presented while the authorities had fully proved the allegations. The civil servant, under the circumstances, was properly prosecuted and could not interfere with the mandatory retirement order.
