Some orphaned and abandoned children do not know who their parents are. Because official forms asked for parents' details, they were refused birth certificates and national identity cards. Without those papers they struggled to get into school, receive healthcare or reach any state support. Welfare petitioners took the matter to the Sindh High Court. The court held that a legal identity is part of the rights to life and dignity. It said the State must protect vulnerable people and cannot let paperwork rules shut them out. Any practice that systematically excludes a group of citizens from the national records violates their fundamental rights, including equality and the right to education. The petitions were allowed. The lesson is that every child has a right to be recognised by law, whatever their family background.
